e-Swathu (eswathu.karnataka.gov.in) is the Rural Development and Panchayat Raj department's register of non-agricultural property inside Gram Panchayat limits — sites, houses and shops in villages and on the edges of towns. It is the rural counterpart of the municipal khata: once agricultural land is converted and a site is formed, its record leaves Bhoomi and lives here.

The portal issues two very different documents that share one search screen, Form 9 and Form 11 (A/B), and the difference decides whether a property can be registered or mortgaged at all. This page explains which is which, how to search and download, what a Panchayat Development Officer's signature means, and what e-Swathu cannot certify.

Step by step

How to search and download a Form 9 or 11B on e-Swathu

    Open eswathu.karnataka.gov.in and choose the citizen search (Search Your Property / Document Verification). No login is needed to search.

    Select District, Taluk, Gram Panchayat and Village.

  3. 3

    Search by the e-Swathu property ID printed on an earlier form or tax receipt, or by the owner's name, and choose the form type — Form 9 or Form 11 — the property is registered under.

    Open the record. Check the owner, site dimensions, the survey number it was carved from, and the assessment.

    Download or print the digitally signed form. If the PDO has not yet signed it, the Panchayat office issues the signed copy on request.

What the forms and fields mean

Form 9Issued only when the site is converted (NA order), in an approved layout or otherwise legally formed. Needed for registration and bank loans.
Form 11BA tax entry, not a title. The Panchayat collects tax on the property but certifies nothing about its formation. A sale deed of an 11B property will generally not be registered.
Property ID (e-Swathu number)The unique register number. Quote it on every application; searching by name alone returns duplicates.
PDO digital signatureThe Panchayat Development Officer's signature makes the form the official extract. An unsigned screen print is not accepted.
AssessmentThe annual Panchayat tax fixed for the property. Arrears block a khata transfer.

What e-Swathu cannot tell you

  • Cover agricultural land. Until conversion the record is the RTC on Bhoomi, even if a house stands on it.

  • Cover property inside a municipality, town panchayat or BBMP. Those are on e-Aasthi or BBMP e-Aasthi.

  • Convert an 11B into a Form 9. That takes an NA order and layout approval and then a fresh application at the Panchayat.

  • Show registered deeds. The sale deed that created the ownership is on Kaveri; e-Swathu records the outcome.

Frequently asked questions

What is the difference between e-Swathu Form 9 and Form 11B?

Form 9 certifies a legally formed non-agricultural property and is required for registration and loans. Form 11B is a tax-register entry for a property without those approvals; it proves the Panchayat taxes it and nothing more.

My site is on Form 11B. Can I sell it?

A sale deed of an 11B property is generally refused registration. The route is conversion (NA order) and layout approval, then applying to the Panchayat for a Form 9.

Is e-Swathu the same as e-Khata?

No. e-Khata is the municipal property register on e-Aasthi (and BBMP e-Aasthi in Bengaluru). e-Swathu is the Gram Panchayat register. A property is on one or the other depending on which local body it falls under.

How do I find my e-Swathu property ID?

It is printed on any earlier Form 9/11 and on the Panchayat tax receipt. Without it, search by owner name within the Gram Panchayat and confirm by the survey number and dimensions.
